Before any form of meaningful exchange is possible, we need to agree upon a state model for the role model itself.  This state model would allow independent systems to rely upon a known set of role model states, with clearly defined operational semantics.

This would allow a master system to define interesting operating states such as active, inactive, changed, unchanged, private, public, etc.  We should define an extensible set of model states that could be applied to the overall model and to sub-parts of the model's structure, its policies or its operational context.

Does this make sense?  What should an initial set of model states look like?

We do need a state model of Role Model.

This model should support the Real Life of organisations : Business, Risks, Structures, Workforce Models, Time, HR policies...

With a Top Down approach, it's possible to define a Role Model that is fully align with Business.

First, we should list the axis of alignment.
Second, we should define the Corner Stone of the model.
Third, the gateways with the existing standard that is too IT oriented to fit with the actual needs or organisations.
